Civil-Military Innovation Call 2025

Purpose

The call aims to accelerate civil-military innovation in Sweden by supporting Swedish SMEs that have civilian technologies with the potential to strengthen defense capabilities. The focus is on dual-use innovation and strategic positioning in light of the current security landscape.

What Is Funded

Support is offered in two stages:

  • Step 1: Funding to adapt the technology, business model, and market positioning toward defense applications.
    💰 Up to 1 million SEK.

  • Step 2 (later): Accelerator phase with additional support (150,000 SEK) – mandatory to participate in if moving forward.

NOTE: This call is only for Step 1.

Who Can Apply

  • Only Swedish limited liability companies (AB) operating in Sweden.

  • Must qualify as SMEs under the EU definition.

  • Only one application per company, and only one project party (no consortium).

  • The company does not need to be newly founded, but there are specific rules for startups under 5 years (Article 22). Older companies fall under different rules (Art. 25 / de minimis).

Project Requirements

  • Based on existing civil technology developed by the applicant.

  • Cannot include retroactive costs.

  • Must be aligned with Vinnova’s strategic goals.

  • Proposal can be submitted in Swedish or English.

  • The project must not have a contract with FMV at the start (e.g., in connection with the Military Innovation Challenge for Ukraine).

Evaluation Criteria

  • Quality of the solution

  • Defense adaptation potential

  • Feasibility and financial standing

  • Fit with Vinnova’s goals and the portfolio’s diversity

  • Applications are reviewed by expert evaluators.

  • Decisions are final and cannot be appealed.
